Samuel embarking in prayer to change God's mind is finally told, on this occasion, firmly – no. This to remove Saul as King, whom God had come to regret leading them into. God gave them what they wanted. And Saul looked like their desire. God and 'the people' not least Samuel, were involved in the selection.
I've personal experience in God giving me what I sometimes ask for, regardless, if this has proved to be right, or worked out as planned. In retrospect, often hopes vain and sometimes even 'mad' but, I believe, 'God gave'.
Leaving aside unseen who-knows-what ways but the more occasional clearer 'happenings' – less significant – through to undoubtedly formative and/or circumstances changing. At the time/and post-wise, check the notion, it's 'not God' and 'natural'? They're usually accompanied by coincidence or – (there be the question?). These sometimes proceeding and highlighting.
I tend to give some consideration (least possible amount), 'it's enemy forces at work'? I couldn't say if I cared to think back, I understand a lot of who/what/why. See some as a necessary link through and preparation for what's undoubtedly God's call and achievement. Yet makes y'wonder. The key is to balance with 'Bible-says'.
I know God doesn't 'work with' the enemy, notwithstanding the few Biblical-looking exceptions, otherwise-revealing – for what they are: Simplest, first-line explanation – exceptions and not necessarily to be read, as seen. What we have is the heavy-weight of God-revealed, encountering and attitude to this/these, miscreant, malevolent – malignants and all that. No exceptions there. No compromise. No cooperation etc.
I recently replied on Twitter to:
'Claiming God permits or allows evil but does not cause it cannot provide a satisfactory answer to the problem of evil'.
'I've always thought 'permits' and 'allows' doesn't even make 'exhaustive foreknowledge' sense?'
Which I don't… but, it becomes a careful expo in untangling as far can the ways and wherefores.

All sensing the unmistakable claim, God needs to take us (c/o The Message) by the hand to what generally accompanied praying; A physical space, specific for this.
Saul's move to cry out, go to an 'alter' – the representing – isn't sincere to the roots and raw, all surrender – but expediency for personal desire.
